Separate Voting Timeline for Proposals

I would like to bring forward a voting policy change.

There are two classes of votes, Promotions and Proposals.

Currently all votes are subject to being closed at the end of each month. If a vote has zero no votes and at least one yes vote it passes. If a vote has a no vote, it is discussed at the next sigs meeting and voted on in person with a needed 20% quorum (currently 10 members, which is very hard to do at the moment).

I am proposing that Proposals be subject to a different timeline due to the nature of some proposals needing quick action based on outside deadlines.

If passed, all proposals must follow:

1. Min of a 7 day vote for proposals

2. Proposal must be announced in Sigcan chat immediately after creation with Sigmanauts and Sigcans tagged.

3. Proposal must be announced 24 hours before the end of those 7 days with Sigmanauts and Sigcans tagged in the sigcan chat.

4. Proposal will pass if there are zero "no" votes and at least one yes vote.

5. If there is a no vote, the proposal will be discussed at the next sigs meeting and voted on verbally with a needed 20% member quorum.


In the case of an emergency vote the above rules will be followed but with a min vote length of 3 days.

In addition, the yes votes needs to obtain a 20% member quorum (currently about 10 votes) as well as zero no votes. If there is a no vote, the proposal will be discussed at the next sigs meeting and voted on verbally with a needed 20% member quorum.

This should ensure a fair representation as well as give members plenty of time to vote no to stop a vote if needed.
