Fund the twitter API for Luivatra in exchange for a percentage of the tax

In recent meetings the Sigmanauts have indicated that the tipper bot on twitter is a great engagement tool and have missed it since it was shut down. This vote will support the twitter tipper bot API for 6 Months at $100 USD per month and paid out monthly as to not miss the opportunity cost of the rising price of ergs. At the end of six months we will reevaluate the benefits and re-vote to continue if desired.

A percentage of tax will also be negotiated with Luivatra to come back to the sigs treasury to re-coup some of this fee.
